Because then they would have to balance every single summon all the way to level cap.
It would end up being "which summon is OP? Lets use that one"

If they allowed for static summons, they could better balance the entire class.
Perhaps they could do static summons with a Mimisymbic-ish style. For example: static weird summon thing that simply looks like a Tofu. It would keep the game balanced while still keeping the ability to "capture" summons and stay unique.

They were talking about classes that are good at healing or tend to bring emergency healing to a group. Osamodas healers have to devote themselves to the role due to how static and frigid the class is in every aspect yet aren't nearly as good as even a Water Masqueraider or Water Ecaflip. If you're really going to butt in to the conversation demanding everyone talk about Osas, here you go: Osamodas healers barely exist and when they do they're so far below any other kind of Osamodas that you would only truly seek one out for a group if you're looking for the actual friend who's decided to curse themselves playing it and are fully capable of doing what you're going to do as a 5-man.

The Osamodas revamp has a lot more important things to address than healing and you shouldn't be demanding air time at the healer conversation table just to score points over people who forgot you were even capable of healing because, spoilers, being capable of healing doesn't make a class a capable healer.

Nobody talks about Osas because there's nothing to say. Congratulations on doing what a Masqueraider does but without the ability to switch your mask.

Or perhaps changing your strategy when playing against a locker. Maybe even learn the mechanics of how a locker's mechanics work for their class so they can't lock you down. Idk how you PvP but I generally change how I play based on who I'm fighting.
And also, know how I lock people down in PvP? I spend a whole bunch of AP/MP getting MYSELF into a position where it helps me achieve my goal. Your class pushes people to get away? I'm going to get my butt up against a wall and somehow manage to keep you next to me. Your class pushes themselves back to escape? I have to get your butt against a wall and somehow get back to you. Would you look at that? A locker wasting ap/mp to keep people locked down. Wow. Amazing.

If I have to spend 3ap for a transposition with additional mp to get into cc because you kited me, then it balances out.
Or in the case of a Masq, you don't even need to dodge me. You can literally stay in cc right in my face if you wanted. You wanting to backstab or whatever it is you want is up to you to decide whether or not it's worth spending ap to get backstab or just hit the face.

No, the argument is that its balanced. Giving a dodger 100% free movement for having about the same dodge as the locker has lock, isn't fair to the locker.

edit: Gear does also give more dodge overall than it does lock.

It's a general statement. There will always be people that know how to play a class extremely well. Especially classes with a lot of mechanics and tricks.

People keep talking like PvP and PvM are completely separate things and have no relation to each other. That's frankly not true. PvP is a very good way of comparing the overall usefulness of a class to other classes. If one class can destroy every other class at PvP, that means they're also far more useful in PvM. Every class should be just as useful as any other when it comes to groups. In turn, this means that any class should be able to beat at least a few others and should lose to a few others in PvP.
People who say "PvP doesn't matter. It's all about PvM" That's just your excuse to not get nerfed. Just because the overpowered class is on your team and helping you win, does not mean it doesn't deserve a nerf.

Let's take a look at some classes for some examples of how PvP relates to usefulness in PvM.

Top Tier PvP
Iop, Sram - Kills mobs before they can kill you
Feca - Takes tons of hits so your teammates don't have to and provides support
Osa - Summons provide good damage, meatshields, and heals
Panda - Excellent support and damage

Mid Tier PvP
Everything else - Proved a little of something in fight but can definitely use one of the top tiers as a replacement.

Bottom Tier PvP
Rogue - Provides no utility with subpar damage
Enu - Provides no utility with subpar damage

Note: I'm not trying to discuss opinions on the usefulness of these classes. Just giving general examples.
